Louisiana: Cameron, Vermilion, Iberia, Saint Mary, Terrebonne, Lafourche, Jefferson, Plaquemines, Calcasieu, Jefferson Davis, Acadia, Lafayette, Saint Martin, Assumption, Saint James, Saint John the Baptist, Saint Charles, Orleans, Saint Bernard, Saint Tammany, Ascension, Livingston, and Tangipahoa parishes
Texas: Aransas, Brazoria, Calhoun, Cameron, Chambers, Galveston, Harris, Jefferson, Kenedy, Kleberg, Matagorda, Nueces, Refugio, San Patricio, Willacy, Bee, Brooks, Fort Bend, Goliad, Hardin, Hidalgo, Jackson, Jim Wells, Liberty, Live Oak, Orange, Victoria, and Wharton counties
