My name is Jocita Manibusan, and I’m the Vice President of Commercial Operations at Tower Hill.
In this role, I’m responsible for the smooth operation of our Commercial department—from the clearance of new quote opportunities to policy issuance, as well as handling any midterm service requests. Additionally, I work to improve the efficiency of our operations by identifying bottlenecks and eliminating stop gaps. A key part of my role is ensuring that our customers are satisfied with the services we provide. I strive to enhance their experience at every touchpoint. None of this would be possible without collaboration; working closely with my team is essential, and together, we’re committed to delivering exceptional service and support.
When I first joined Tower Hill, I chose it over a national insurance company because of the authentic impressions and relationships formed during the interview and onboarding process. I understood from the beginning just how important relationships are—something I credit to Mr. Stephen Allnutt, whose example helped shape my perspective.
Before Tower Hill, I worked in law enforcement and security. As a young parent, I decided to switch careers to better support my family, while my husband remained in law enforcement. I’ve always thrived in structured environments, and early on, I found the regulatory side of insurance fascinating. It was a natural fit.

What I find most rewarding about my work is the culture we’ve built—both across the company and within the Commercial department. Over the years, I’ve been proud to witness the professional growth of some truly exceptional individuals and to have played a role in their development. I’ve also been proud to contribute to the process improvements and progress we’ve made within the Commercial department. I still remember when Commercial policies were physically printed and packaged for mailing—seeing how far we’ve come since then is incredibly fulfilling.
In my experience, the people who succeed in Commercial Operations are those who find solutions, collaborate well with others, and consistently perform at a high level because of the standards they set for themselves. Tower Hill supports that kind of growth by investing in talent through a comprehensive Learning Management System, insurance industry courses, and tuition reimbursement.
If I could offer one piece of advice to someone just starting their career, it would be this: surround yourself with positive characters, and take advantage of every opportunity you can. Like a sponge, absorb as much as possible from the talented people around you.
Collaboration extends beyond just my team. My role requires close coordination with many departments across the company. I work with Underwriting to resolve issues, consult with Claims, Compliance, and Legal for input on proposed changes, and regularly liaise with Systems, Product, and Actuary to assess the implications of any enhancements. I also stay in close communication with Marketing and Customer Service to gain their understanding and support.
At the end of the day, it all comes back to people—working together, learning from one another, and continuously striving to serve our customers better.
