My name is Carl Nemeth, and I’m the AVP of the Special Investigations Unit at Tower Hill Insurance Group.

After a 20-year law enforcement career, I chose to continue serving the public in a new way—through the insurance industry. Today, I lead Tower Hill’s Special Investigations Unit (SIU), where I’m fortunate to apply my investigative background to help protect our policyholders and uphold our commitment to fighting fraud.

My law enforcement journey began in 1990 with the Amtrak Police Department at Penn Station in Manhattan. From there, I spent the majority of my career in South Florida, including nine years working undercover narcotics in the Florida Keys. Those years shaped my understanding of criminal behavior, honed my investigative instincts, and taught me the value of discipline, trust, and strong relationships—skills that remain foundational in my work today.

Twelve years ago, I joined Tower Hill as an SIU Field Investigator. I immersed myself in complex cases, learned the business from the ground up, and built collaborative partnerships across the organization. Through hard work and commitment, I eventually stepped into my current role as Assistant Vice President of SIU, leading a dedicated team that shares a common mission: to protect our policyholders with integrity and vigilance.

Insurance fraud is not a victimless crime. According to the Coalition Against Insurance Fraud, fraud across all insurance lines costs Americans at least $308 billion annually. The FBI estimates an additional $1,000 per year in premiums for every homeowner due to fraud-related losses. These figures aren’t abstract; they translate into real financial harm for our policyholders and citizens.

We believe we have a responsibility to our members, policyholders, agents, and employees to confront property insurance fraud head-on. That’s why we’ve built an in-house, specialized SIU team that acts as the tip of the spear in our anti-fraud strategy. Our investigators detect and investigate suspicious activity across all stages of the insurance lifecycle—and we don’t stop at just investigating. We also educate our internal partners in underwriting, claims, and customer service to recognize and escalate red flags early.

Our fight against fraud doesn’t rely on instinct alone. We continue to invest in and leverage cutting-edge technology, such as machine learning models, advanced analytics platforms, and open-source intelligence tools. These innovations help us identify fraud patterns earlier, act faster, and prevent unnecessary payments—ultimately saving money for our policyholders.

Tower Hill will continue to lead the industry by collaborating with law enforcement and taking proactive internal steps to reduce fraud-related costs. Our partnerships with state insurance fraud offices, task forces, and regulators ensure that cases with criminal potential are referred, pursued, and prosecuted wherever possible.

What makes our mission work is more than just our tools and processes, it’s our people. Every Tower Hill employee, from adjusters to agents to support staff, plays a critical role in fraud prevention. We are united in our efforts to identify, report, and stop fraud together.

Outside of work, I’ve been happily married for 34 years. My wife and I are proud parents to two daughters—Sara, who works at Hub International as a project manager (yes, also in insurance), and Jenna, who is currently finishing her final year of law school. Our home is also kept lively by our Miniature Bulldog, Vinnie.

I was born and raised in New Jersey, and I’ve been a long-suffering (but loyal!) New York Jets fan since 1969. As a native of the same hometown as Jon Bon Jovi, it’s no surprise I’m a lifelong Bon Jovi fan—I’ve seen them live more than 17 times.

Whether on the street or in the office, my guiding principles remain the same: service, loyalty, and purpose. I’m grateful to be part of the Tower Hill family and proud of the work we do every day to protect what matters most.
